Interestingly enough, in North Carolina, each County Sheriff issues the CCW, so how long it takes depends on how 'gun owner friendly' the local sheriff is!! Believe it or not...!
In my county, the sheriff is so 'gun owner friendly' that he sets up a table (manned by volunteers, not the sheriff himself or anyone in his department) at local gun shows! Doesn't sell anything, it's more of a PR thing to remind gun show attendees who to vote for.

So here in this 'friendly' county, I got my CCW in just two weeks after I turned in my training class certificate, paid the $90 and had my fingerprints taken. There is another 'friendly' county adjoining ours, and I've heard they issue in 3-4 weeks.
State law requires local sheriffs to issue the permit (or denial of permit) within 90 days. There are two adjoining counties where the sheriff is VERY gun owner UNFRIENDLY. In those counties, they generally issue at about 85 days! They hold them as long as they can because the local sheriff really doesn't want to issue them at all.
Kind of sucks, but at least it's a SHALL ISSUE state!
